We are being forced to stay at the facility until the storm passes but we are not compensated for being there we are only payed through our shift is this legal?

If you are in Houston, TX and located (residence or work) in one of the zones that is under "Mandatory Evacuation" you should not be punished if you do not show up for work. If you are, seek legal advice. However, once officials say that it is safe for residents to return - return. If you do not - then the company has grounds for termination.

If people stay in an area that is under mandatory evacuation, they are there at their own risk. I cannot imagine that you would be rightfully punished for leaving.

if you are in a safe place what the heck do you care? they will have meals and generators etc to make sure you are comfy enough to survive. Hell I wish all companies cared like that for their employees
