it is going to be difficult to get the records but you might be able to since your grandfather has passed and your a direct relative. manhattan state hospital is called the manhattan psychiatric center now. the following website had their contact information

i would call and tell them your deceased relative was inpatient in 1930 and your family needs to access the records. they will tell you what steps you need to take to get those records. if they ask why, just say its for genetic and family mental health history.
just to prepare you, my grandmother died in 1963 in michigan and i was able to get her medical records but i had to go to court to probate her estate five years ago in order to get the proper documentation. you'll need a copy of his death certificate and his wife's too.
