In my state PA a resident is a doctor, but is still in there residency training, which is a couple of years of training until they become an actual OB, when i was in labor with my son i dealt with resident doctors, but my main OB was there during pushing and is the one who did my c section, but he did have assistance from a resident. When your out of medical school you go into training at the place you plan to work or want experience at. A resident is a medical school student who has graduated and is now picked up by the hospital to work and train and gain experience. They are doctor's they are just doctor's who work out of the hospital and not out of their own practice - meaning their own building where they practice medicine. A resident is fine and fully trained and qualified.
